Menu -> Image -> Spread

Horizontal repeat and Vertical repeat

You can fill the image background or the selected layer with their
repeated contents by setting a value for Horizontal repeat and
Vertical repeat. The bitmap inside the selected layer or image
background is repeated horizontally and/or vertically.

Resize the selected layer if necessary before applying this tool.

Use this button to compare results.

You can press the F11 key to show the image in Full Screen Edit
mode.
